Ed O'Donnell
 2022 Guest of Honor 

          Edward O’Donnell has worked in many industries throughout his career and dedicated over thirty years to New York City service, he started working for DCAS in 2004 and moved through the ranks to achieve the title of Executive Director of Mechanical Operations, there he was instrumental in establishing many new policies and procedures that continue to benefit the department today. Ed is a proud 45-year member of the International Union of Operating Engineers Local 30, and served Local 30 as an Apprenticeship Instructor, Executive Board Member, Line Officer, and Business Representative. Retiring from City Service in 2021 he returned to the private sector as Chief Engineer for the Jacob Javits Convention Center. Ed currently resides in Westchester County, New York with his wife Vera and two children Anthony, and Jacqueline.


Robert Santiago
   2022 Industry Lifetime Achievement Award 

          Robert Santiago entered City Civil Service on October 23 rd , 1998, as a Stationary Engineer for the Department of Homeless. He continued service to the City with DCAS. With recognition of his professionalism, he rose through the ranks, becoming a Senior Stationary Engineer and Assistant Director of Mechanical Maintenance and Operations. On May 23rd 2022, Robert Retired from DCAS, with 24 years of distinguished service to the people of the City of New York. Robert, an individual of great patriotism, has served his country across the globe with distinction in the US Navy from 1973 to 1977, including two cruises in the Mediterranean and the one in the Middle East. His calm, fun, and thoughtfulness have earned him the deep respect and appreciation of his colleagues.


Timmy Murphy
   2022 Industry Lifetime Achievement Award 

          Tim Murphy retired as a Stationary Engineer with DCAS. Tim is great skilled worker and was well liked for his personality and work ethics. He always went above and beyond to help the other engineering staff and tenants of the buildings. He is diligent with mechanical equipment, performing only the best preventative maintenance operations. Tim loves cars, and rides around in a super charged challenger. He loves his family very much and is a great grandfather. He is happy to know that the Henry Chang Engineers Education and Opportunity Foundation will be helping young people find educational and career opportunities in the City of New York.


Wladyslaw Bieglarian
  2022 The Perseverance Award

          Wladyslaw (Vlad) Bieglarian is a stationary engineer with DCAS. Vlad joined DCAS as an HPPT in 2015 and was promoted to Stationary Engineer in 2017. Vlad emigrated from Armenia with his family to start a new life. After a few years, Vlad found work in the NYC Department of Education where he worked his way up to the level of Custodian Engineer, working in several schools in Brooklyn. After becoming a stationary engineer for DCAS, Vlad was among the more requested by chiefs due to his work ethic, commitment to this trade, fellow workers, and the facility he worked in. After a routine procedure in 2021, Vlad spends several months in the hospital fighting for his life. Vlad's will to live pulled him through a period to which most would have succumbed. Vlad is now going to rehab and works every day so he can return to DCAS and continue on the journey he loves, being a stationary engineer.
