Crystal Monge
 Guest of Honor

 

               Crystal Monge has served the city of New York for nearly 4 decades, both in the non-profit and public sectors. During her years of dedicated service, Crystal has built a distinguished career across multiple areas of government, including the New York City Department of Correction, Department of Juvenile Justice, Administration for Children’s Services and the Department of Citywide Administrative Services. Her experiences include but are not limited to working with justice involved youth and adults, leading alternatives to incarceration programs, overseeing secure and non-secure detention facilities, and managing human resources, including timekeeping and payroll.  Most of all Crystal has always been a passionate cheerleader for NYC government!
 
               Known for her commitment to integrity, efficiency, and community well-being, Crystal has consistently taken on complex challenges and delivered lasting improvements for the City of New York.  She has pioneered innovative frameworks championing equity, and compassion, always with a people centered focus.  Throughout her career Crystal has earned a reputation as a problem-solver, mentor, and champion of public service values. 

              Crystal is a devoted advocate for inclusive leadership that fosters innovation among teams.  After retiring from the City of New York, Crystal joined the team, as the Chief of Staff, at the Center for Urban Community Services (CUCS); a non-profit organization that provides housing, health, and social services to individuals experiencing homelessness, poverty, or serious health challenges.  There she continues her work bringing her operational and administrative experience to CUCS to support the growth and evolution of the organization.


               While serving at the Department of Citywide Administrative Services (DCAS), Crystal worked tirelessly behind the scenes as a passionate advocate for the Henry Chang Learning Center. Her efforts were instrumental in ensuring the center’s success in training city workers and advancing its mission to gain approval from the FDNY as an accredited Refrigeration School for the Refrigeration Engineers Operating License.


             In recognition of her unwavering commitment and impactful contributions, the Henry Chang Foundation Committee is proud to honor Crystal as the 2025 Honoree of the Year.

Daniel Donovan
 
   2025 Industry Lifetime Achievement Award 

                  Daniel Donovan retired from DCAS in May 2025 after a distinguished career that began in the HVAC field in 1992, culminating in his role as Executive Director of Mechanical Maintenance, Operations & Energy. A founding member of the Henry Chang Foundation, Dan, is now focused on expanding opportunities for NYC high school graduates from disadvantaged areas. With recent approval from the FDNY as a licensed refrigeration school, the foundation aims to make the HVAC industry more accessible and empower the next generation of skilled professionals.

Thomas Lenihan
 
   2025 Industry Lifetime Achievement Award 

           Thomas (Tom) Lenihan began his career began when he arrived in this great City in 1964. He was drafted into the US Army in November 1965 and served his adopted Country. Tom is a Vietnam Veteran and attained the rank of E 5 (Sergeant). He attended Pace University and was awarded BPS 

Tom started his High-Pressure career in NYC Public Schools and then at Fordham Hospital in the Bronx. He completed the Local 30 Apprenticeship Program working towards obtaining his Stationary Engineers License along with his Refrigeration License.

             Tom worked at Goldwater Memorial Hospital and then on to the Board of Education. Tom became a District Supervisor at the Board of Education. Subsequently he became an Examiner for the DOB in 2013. Tom retired from DOB at the end of May 2025. He is currently enjoying his retirement and looking forward to traveling more.

             Tom has this advice to anyone interested in or working in the HVAC industry. “I would like to stress the importance of Education and Training for everybody working in the Field”.  Tom would also like to thank his wife and Family for their support during my career.

 

           The Henry Chang foundation is deeply honored to Award Thomas Lenihan with the Lifetime Achievement Award, 2025.

John Conboy
 
   2025 Industry Lifetime Achievement Award 

          John Conboy started the Local 30 IUOE  apprenticeship at Parkchester in 1983 as a wiper moving up to Oiler/Fireman graduating the program in 1986 with both my licenses. I then came off the HPPT list in 1986 working at Bronx Community College before leaving for Ciba-Giegy as a Refrigeration Engineer in 1988. In 1989 I worked for RD Mortman operating portable boilers supplying steam to 120 Schimmerhorn as there new plant was being installed completed in 1991 then moving Port Authority as an Engineer in Yonkers until 1995 then to Met Opera as an Engineer before coming back to NYC with DCAS in 2004 as a Stationary Engineer and later as Senior Stationary Engineer since 2015.

Bobby Gingrich
 
   2025 Industry Lifetime Achievement Award 

          Robert Gingrich, or as many know as Bobby G, has had a career as an engineer in the union Local 30 for over forty years. After graduating the Local 30 Apprentice Program he began working at Starrett City Powerhouse. After that he has had a career for both the Parks Department and within the private industry. 

           Bobby has had a long career as a stationary engineer working at some great places like Shea Stadium in Queens and Abe Stark Ice Rink in Coney Island. Bobby has made some lifelong friends along the way. In his retirement he’s looking forward to spending time with his family and especially his two dogs, Dublin and Dakota.

A Blast from the Past 

Michael Nettleton

           Michael began his career in operations management at JFK Airport with Allied Fueling, where he helped oversee the jet fuel system for the Port Authority. During this time, he earned his Bachelor of Science degree in Management from St. John’s University, balancing academic achievement with hands-on operational experience.

              In 1985, he joined Con Edison and was assigned to the Ravenswood power station in Queens. There, he worked as an operating mechanic on the plant’s iconic “Big Alice” boiler unit, which produced 1,000 megawatts and operated at 2,400 psi. This experience paved the way for a transition to public service in 1989, when he became a High Pressure Plant Tender with the Department of Citywide Administrative Services (DCAS).

             By 1992, after obtaining the necessary licenses, he was promoted to Stationary Engineer. While serving in this role at One Center Street, he continued to develop his technical expertise by completing an Associate’s Degree in HVAC Technologies.

             In 2000, he moved into Contract Services on the 16th floor, where he managed a range of contracts—including custodial services and maintenance of boiler and air conditioning systems. It was during a site visit in 2001, while following up on a contractor's work at 31 Chambers, that he met his future wife, Shelley—a moment that marked a special chapter in both his career and personal life.

            Although his original goal was to work in real estate management, he found a meaningful and rewarding path in public service. He valued the work, the people, and the stability of city employment, often reflecting on the saying, “It’s hard to beat a city job.” He retired in 2019 after a long and fulfilling career, proud of his contributions and the relationships built along the way.
